Question 4: Security

In promoting the security of Canadians, where should our priorities lie? Should Canada give a higher priority to military combat operations? To sectors such as intelligence gathering and analysis? Or should we focus on broader security measures, such as combatting environmental degradation and the spread of infectious disease? What should be our distinctive role in promoting global security?

Answer:
Canada must become a niche player promoting and monitoring security issues in those areas were the US,European countries, China and Japan are less interested. Canada must be able to garner intelligence, analyze, even project combat capabilities as well as both relief and humanitarian assistance to the over-looked or less strategically important (to our neighbour)regions of the world.

At the same time if alternates to Amerian military intervention are needed Canada must be in a position to respond.

Intelligence as to the operations of big business are also required. Canada must know if companies are indeed in violation of OCED Guidelines for example.
