Question 3: The 1995 Policy Review and Since

Canada is a member of many international organizations, including the G8, NATO, the Commonwealth, La Francophonie, the Asia-Pacific Economic Cooperation forum (APEC), the Organization of American States (OAS) and the Arctic Council. Should our participation in any of these be strengthened, or adjusted?

Answer:
All of these are important fora in which Canada's voice needs to be heard.

However, we need to consider critically the ongoing role of NATO. What is its purpose in a post Cold War world? Should its military role be de-emphasized for a more politically and economically oriented agenda? What relation should it have to the United Nations?

We should also encourage a broader range of considerations within the Asia-Pacific Economic Co-operation Forum, especially the impact of trade on the environment and on human rights. Could Canada play a supportive role in this organization in international implementation of the Kyoto Protocol?
