Question 3: The 1995 Policy Review and Since

Canada is a member of many international organizations, including the G8, NATO, the Commonwealth, La Francophonie, the Asia-Pacific Economic Cooperation forum (APEC), the Organization of American States (OAS) and the Arctic Council. Should our participation in any of these be strengthened, or adjusted?

Answer:
Multilateralism has always been the key pillar to Canadian foreign policy. This should continue and be strengthened in strategic areas that are imprtant to Canada and Canadians. Although NATO did not evolve into what Lester B. Pearson had expected in terms of economic development it has remained a key institution to which Canada has always been committed. Current discussions across Europe for a more independent role from the US are strategically important to Canada for Europe constitutes an area where we have not been very successful in developing close economic ties. This may prove an important opportunity to revise its role and strengthen ties with European partners. Membership in all other instituttions should continue and be strengthened as the globe becomes a smaller place.
