Question 2: L'examen de la politique étrangère de 1995 et après

À la lumière de l’évolution de la situation mondiale, le Canada doit-il continuer à orienter sa politique étrangère en fonction d’une stratégie reposant sur les « trois piliers », ou doit-il plutôt rechercher un nouvel équilibre?

In consideration or recent global changes, it would appear that Canada should adjust and expand the "Three Pillar" approach in order to take into consideration some of these changes. Protection of our security within a stable global framework should take into consideration our special relationship with the United States and the increased awareness of global security issues that have come to light since 9/11/2001. This however, only as regards our own national security. Global security should continue to be forged through the UN as in the past. The promotion of prosperity and employment and promotion of values and culture that Canadians cherish should include an increased effort towards expanding our economic and trade relationships with the rest of the world. Although it is fundamental that we continue to remain close with the US, the world's largest economy (25%) and our most important trading partner, it should not be forgotten that economically other regions are growing at an amazing pace and the 21st. century may well witness the emergence of other economic powers, particularily in the Pacific Rim. Suffice to mention that economic power often leads to political power. That remaining 75 % of the world economy should be a priority for Canada not only in terms of strategic importance but in order to create a more balanced and stable environment within our national borders. Two considerations that should be taken into account in Canada's best interests should include a) United States and b) The Rest of the World.
